Letter dated 24 January 1986 from the Chairman of the Committee to the Minister for Justice (Deputy Noonan).APPENDIX T24 January, 1986. Dear Minister, The Select Committee, at its meeting yesterday, considered a draft report on the disturbance at Fort Mitchel Prison. The Select Committee adopted the draft report subject to certain amendments and subject to pursuing its request for additional information from you before finalising the report. The principal additional information which the Select Committee requires in order to enable it to complete its report relates to (i) the changes in the selection procedure which took place between the date of the Committee’s visit to Spike Island (13th May, 1985) and the date on which the riot occurred (1st September 1985); and (ii) the failure to provide the security arrangements which members were assured would be provided after their visit to Spike Island. The Select Committee was particularly concerned that no response had been received in relation to: (i)my letter to you of 10th December 1985 requesting you to reconsider your decision not to meet the Committee, (ii)my letter to you of 12th December 1985 seeking a meeting with you and the Secretary of your Department to discuss the working relationship between the Select Committee and your Department, (iii)the letter dated 10th January 1986 from the Clerk to the Committee to your Private Secretary, which stated that the Select Committee would be considering a draft report at its meeting on 22 January, and which requested any comments which you may wish to make on correspondence with the Garda Representative Association on Spike Island. I note from the statement issued through the Government Information Services last night that you had intended to arrange a meeting as soon as possible in the present Dail session. The Select Committee would be grateful if you would respond to these three letters and if the meeting sought by the Committee on 30th September 1985 could take place at an early date.
