LETTER TO THE CLERK TO THE COMMITTEE FROM THE CIVIL SERVICE COMMISSION

Please refer to your letter of 9th January 1984, seeking views on the question of establishing a centralised agency to deal with the registration and recruitmen of people for employment in the public and private sectors. The Civil Service Commissioners and the Local Appintments Commissioners have asked me to reply as follows.


In the course of their activities the Commissions enlist the aid of the Department of Labour (National Manpower Service) by circulating copies of all advertisements to their local offices: prior to the setting up of the National Manpower Service, this was done through the Employment Exchanges. The Commission also provide information for inclusion in career leaflets.


The Civil Service Commission has traditionally kept close liaison with the Department of Education in connection with the conduct of written examinations, particularly on matters relating to examiners, syllabi, question papers. The Department of Education also co-operate with the Commission by providing access to the Leaving Certificate results which are used in arriving at the order of merit of applicants at the school leaver competition for appointments as Executive Officer.


The question of liaison with AnCO does not normally arise in the day to day work of the Commissions.


The Commissioners feel it would be inappropriate for them to comment on the proposal to set up a centralised agency as they would be expected to give their views to the appropriate Ministers if a policy decision to set up such an agency were to be considered by the Government.
