LETTER TO CLERK TO JOINT COMMITTEE FROM WATERFORD CORPORATION

I refer to your letter of the 14th November inviting submissions re National Building Agency Ltd. The Corporation has engaged the Agency to construct housing schemes over a considerable number of years and has evolved a modus operandi which is considered satisfactory.


The Corporation prefers to prepare the site lay-out with its own Architectural staff and to be consulted on external finishes. It insists on providing, either directly or indirectly, its own supervisory staff on site during construction and development. In one recent scheme, due to shortage of staff, we allowed the Agency to prepare the site lay-out. This, however, is exceptional and not likely to be repeated in other locations.


It will be seen that many of the questions you pose do not really arise under the modus operandi evolved between ourselves and the Agency. That method has worked satisfactorily in general. However, the Corporation will in future schemes seek to have competent local Consultants engaged by the Agency. The present method favours too much centralisation in Dublin.
