PROCEEDINGS OF THE SPECIAL COMMITTEE.

1. The Committee met at 7.45 p.m.

2. Members Present.

The following members were present:—

Deputy Barry Desmond (in the Chair), the Minister for Health, Deputies Briscoe, Byrne, Esmonde, Hugh Gibbons, Haughey, Hogan-O’Higgins, Fergus O’Brien, Toal and Wyse.

3. Consideration of Bill.

The Committee resumed consideration of the Bill.

(i) New section.

The following amendment had been proposed by Deputy Haughey on 3rd December:

“In page 5 to insert the following new section before section 3.

‘3.—(1) Subject to section 4 (3) of this Act a person shall not have a Category I or Category II controlled drug or apparatus commonly used for its injection in his possession.

(2) Subject to section 4 (3) of this Act a person shall not administer to himself or any other person a Category I or Category II controlled drug.

(3) A person who contravenes the provisions of this section shall be guilty of an offence.’”.

Debate ensued.

Further consideration of the Bill adjourned.
