APPENDIX 11.

ESTIMATES 45 (FOREIGN AFFAIRS) AND 46 (INTERNATIONAL COOPERATION)—MODIFICATIONS IN FORMAT

I am directed by the Minister for Finance to inform the Committee that it is intended to introduce, subject to the concurrence of your Committee, with effect from 1 April, 1974, some minor modifications in the formats of Estimates 45 (Foreign Affairs) and 46 (International Co-operation). These modifications are intended to simplify accounting procedures.

At present Vote 46 has separate subheads making provision for our continuing contributions to various international bodies of which we are national members, namely:

A.1.—Council of Europe.

B.1.—Organisation for Economic Co-operation and Development.

C.1.—United Nations.

D.1.—Intergovernmental Legal Bodies.

E.1.—General Agreement on Tariffs and Trade.

As each of these represents a single payment each year it is considered that they might be combined into a single subhead—the break-down of the individual contributions being shown in Part III of the Vote.

It will be further noted that each of these subheads has a second part relating to the expenses, travelling etc., associated with our membership of these bodies. These expendiures are incurred by or on behalf of the Department of Foreign Affairs and there is, essentially, no difference between them and the costs incurred by that Department in the discharge of its many other functions of representing this country at international meetings. It is considered, therefore, that these items, at present listed under A.2, B.2, C.2, D.2 and E.2 of Vote 46, should be included in the general Foreign Affairs Subhead for travelling etc.—subhead B of Vote 45. The Minister trusts that this proposal will commend itself to your Committee.
