CHANGES IN ESTIMATES VOLUME FOR TRANSITIONAL FINANCIAL PERIOD, 1974

I am directed by the Minister for Finance to say that, on the assumption that the legislation at present before the Dáil is enacted, the changeover of the financial year to a calendar year basis as from 1 April next will require the presentation of the Supply Services estimates for the nine-months’ transitional period April-December 1974. The Minister proposes to present the estimates in the following form in the Estimates Volume:

The estimates will, accordingly, show the supply which the Dáil will be requested to vote for the period April-December 1974 and the supply which was actually granted for 1973/74. It is proposed to omit the increase/decrease columns from Part II of the Estimates as the nine months’ 1974 figures would not be comparable with the twelve months’ 1973/74 figures.


A specimen of an estimate in the new form is attached. For the further information of the Members of the Oireachtas the Minister proposes to circulate with the Estimates Volume a stencilled statement (specimen also attached) showing:


(i) the 1974/75 estimates by Vote totals from which the nine-months’ figures were derived;


(ii) the corresponding 1973/74 estimates (including supplementaries), and


(iii) the increase/decrease for each Vote.

Capitation grants, payable to Managers of recognised Secondary Schools, range from £13 to £19 for each recognised junior pupil, and from £15 to £24 for each recognised senior pupil according to the number of attendances made during the

 

 

school year

B.—INCREMENTAL SALARY GRANT:

 

 

In addition to basic salary (£400) payable by the School Authorities, recognised Secondary Teachers receive incremental salary as follows:—

 

 

(i) Women and Unmarried men: £911—£48×5, £58×5,£78×3— £146×1—£1,821.

 

 

(ii) Married Men: £1,150—£71×5, £76×5, £99×3, £159×1—£2,341.

 

 

These scales attract the appropriate 14th round increases.

 

 

Allowances are also paid to teachers for certain qualifications and/or for special duties.

 

 

There are about 8,500 teachers in receipt of incremental salary.

 

 

Married men, widow teachers and widows of teachers receive an annual non-pensionable allowance of £40 for each eligible
