TEMPLEMORE GARDA RECRUIT TRAINING CENTRE.

During my examination by the Committee of Public Accounts on 7th December, 1967, I was asked for a note giving information on the following points concerning the Templemore Garda Recruit Training Centre.


(1) How the Estimate of £635,000 was made up as between the original proposals and each extra work, and how the expenditure on these individually compared with the estimate.


(2) What exactly was the lack of care on the part of an employee of the building contractor to which reference is made in my letter dated 15th September, 1967, to the Department of Finance.


(3) What is the final cost of the Swimming Pool.


(4) Details of all professional fees in connection with the work.


With regard to (1) the estimate of £635,000 is detailed in my letter dated 30th September 1964*; and the actual expenditure supplied by the Quantity Surveyors through the Architects is as follows:—

With regard to (2) above the design of the pool floor was such as to require that it be formed in continuous concrete, in one ‘pour’ from one side to the other of the pool. The channel was in effect like a notch in the centre, five inches deep. To provide the continuity, the concrete floor was returned downward at each side of the channel so as to form a rectangular ‘U’ shape whose sides and bottom were of regular thickness of 9”. The shuttering to form the inner faces of the ‘U’ was fixed to timber pegs, 2” square, driven securely into the underlying rock or earth, and strutting was fixed between the side shutters. As soon as the concrete had hardened sufficiently for the side shuttering to stand unsupported, the pegs were removed and the holes remaining plugged with concrete. The work of constructing the floor and channel proceeded from the deep to the shallow end. The last pair of pegs at the shallow end were not removed but broken off, thus causing a leakage of water in the pool.


The final cost of the swimming pool as certified by the Quantity Surveyor was £48,852, exclusive of fees.


All fees have not yet been paid but they will amount to £62,200 approximately made up as follows:—
