At the proceedings of the Committee on the 9th March in connection with the Appropriation Account of the Courts Vote 1965-66, I undertook to supply information in regard to the substantial saving in Subhead C—Post Office Services. By minute dated 31st March, 1967, the Department of Posts and Telegraphs have explained the position as follows:— “This Department suggested to your Department that £12,000 should be provided to meet the charges which would be raised for postal services during 1965-66. That estimate was based on the assumption that expenditure on these services would be on a higher level than the assessment of £10,244 recorded in 1963-64, the latest year for which details were available at the time. In fact, the amount required turned out to be substantially less. Furthermore, the amount actually charged to your Department was reduced because of an overcharge during the preceding year, for which credit was allowed. As you are aware, we notified you on 26/10/1965 that we should be collecting only £2,100 instead of the £12,000 provided in 1965-66.
