I am directed by the Select Committee on Statutory Instruments to refer to the Broadcasting (Receiving Licences) (Amendment) Regulations, 1963 (S.I. No. 199 of 1963). The Select Committee notes that this instrument can be fully understood only by reference to the Instrument which it amends. In the circumstances the Committee would be glad to learn why the customary explanatory memorandum was not appended to the instrument in accordance with the Department of Finance circular 8/56 of 3rd May, 1956. Please refer to your minute of 25th June regarding the omission of an explanatory note from the Broadcasting (Receiving Licences) (Amendment) Regulations, 1963 (S.I. No. 199 of 1963). In reply I am to say that these Regulations were drawn up by the Parliamentary Draftsman and it was intended to add the following note to the published neostyled and printed copies: “These Regulations amend the Broadcasting (Receiving Licences) Regulations, 1961, in so far as licence fees are concerned. They provide for revised fees for both combined and sound receiving licences and also for a revised rate of rebate where a sound licence is surrendered in certain circumstances.” Unfortunately, through an oversight, the officer responsible for publication did not have the footnote incorporated in the published copies. The attention of the officer responsible has been drawn to his failure to observe the relevant instructions on this occasion and it is hoped that the Select Committee will not have cause for any further complaint of this kind.
