I am directed by the Select Committee on Statutory Instruments to refer to the Telegraph (Inland Written Telegram) Amendment (No. 8) Warrant, 1963 (S.I. No. 179 of 1963).


The Select Committee notes that this instrument can be fully understood only by reference to the instruments which it amends. In the circumstances the Committee would be glad to learn why the customary explanatory memorandum was not appended to the instrument in accordance with the Department of Finance circular 8/56 of 3rd May, 1956.

Please refer to your minute of 25th June regarding the omission of an explanatory note from the Telegraph (Inland Written Telegram) Amendment (No. 8) Warrant, 1963 (S.I. No. 179 of 1963).


In reply I am to say that these Regulations were drawn up by the Parliamentary Draftsman and it was intended to add the following note to the Regulations:


“This warrant provides for an increase in the minimum and maximum amount which may be prepaid for a reply to a telegram addressed to a place in Great Britain or the Six Counties”.


Unfortunately, through an oversight, the officer responsible for publication overlooked the necessity for having an explanatory note appended to the Warrant.


The attention of the officer responsible has been drawn to his failure to observe the relevant instructions on this occasion and it is hoped that the Select Committee will not have cause for any further complaint of this kind.
