In the course of my examination by the Committee of Public Accounts on the 11th June, 1964, I undertook to supply to the Committee certain additional information in regard to the Garda Training Depot at Templemore. I am advised that, on the basis of figures which have now been supplied by the Department of Justice, the up-to-date estimated cost of the scheme, exclusive of architectural, etc., fees and furniture is £576,500 as shown in the statement hereunder. The fees referred to will, it is estimated, be of the order of £60,000. The cost of furniture which is chargeable to the Garda Síochána Vote amounts to approximately £20,000.

The increase in the figures at 1 of the statement is due principally to increases in wages and the prices of materials which have occurred since the contract for the project was placed. In addition it was found necessary to carry out certain additional works, the need for which had not been foreseen, e.g. all the ceiling joists on the top floors had to be taken down and replaced, defective spine walls to stairs had to be taken down and rebuilt, brick arches at landings were found to be defective and had to be replaced in concrete, and openings in the walls in the roof spaces had to be built up as a fire safety measure.


The additional works listed at 2 of the statement were all considered necessary by the Department of Justice in the interests of the provision of an efficient and up-to-date Training Centre.


In regard to the question of professional fees, I am advised that under the Conditions of Engagement of the Royal Institute of the Architects of Ireland the only circumstances in which the standard fees charged for professional services may be reduced are where several distinct buildings, being in all respects repetitions of one design are erected at the same time from a single specification and one set of drawings and under one contract.


In the case of Consulting Engineers the relevant Conditions of Employment provide that a variation in terms is permissible only where the amount of work differs substantially from the normal, e.g. where (a) the project is exceptionally large and simple in character, and (b) the work is for a client of long standing who regularly retains the same Consulting Engineer for the majority of his work.


None of the circumstances mentioned existed in the case of the Templemore project and there were no grounds therefore on which a claim for reduced fees could be made.


The acceptance of reduced fees by the professional advisers concerned in the project would have rendered them liable to disciplinary action by their Associations.
