DEBIT BALANCE ON SUBHEAD H. OF THE NATIONAL DEVELOPMENT FUND ACCOUNT (VOTE 10).

In the course of my examination before the Committee of Public Accounts on the 26th February, 1959, I undertook to furnish information regarding the debit balance appearing against Subhead H. in the National Development Fund statement appended to the Appropriation Account of the Employment and Emergency Schemes Vote 1957-58.


I append a note accordingly.

The balances at 31 March, 1958, shown in the account of moneys drawn from the National Development Fund in 1957-58 including the debtor balance of £1,806 under Subhead H.—Minor Employment Schemes, are the same as the balances at 31 March, 1957, there being no fund transactions in 1957-58. The debtor balance arose in 1956-57. We commenced that year with a sum of £5,268 in hands for Subhead H. from moneys drawn in the previous year. During the year a sum of £9,000 was drawn from the Fund for the Subhead making a total of £14,268 available to supplement the Vote provision. Payments exceeded the Vote provision by £16,074, however, leaving a debtor balance of £1,806 (£16,074-£14,268). The sums drawn from the Fund for other schemes exceeded requirement by a total of £9,761. The short-fall under Subhead H. was met from these balances leaving a sum of £7,955 available for expenditure in subsequent years.


I should add that expenditure under the Subhead in question was within the amount authorised and that the debtor balance did not represent excess expenditure. The balance simply represented an underdraw from the Fund in respect of actual expenditure which had been authorised.
