I am directed by the Minister for Justice to refer to your minute of the 8th instant regarding the delay in laying the Garda Síochána (Promotion) (No. 2) Regulations, 1955, before both Houses of the Oireachtas, and to inform you that this was due to the fact that the Officer in charge of the Division which handled this instrument was under the impression that presentations should be made only while the Houses were in session. He has now been made aware of the requirements in this matter, as set out in paragraph 13 of the First Report of your Committee, and it is unlikely, therefore, that there will be any cause for complaint in future.
