I am directed by the Minister for Industry and Commerce to refer to your minute (Reference No. 35/3/55) of the 11th March, 1955 regarding the Importation of Knitted Woollen Wearing Apparel Order, 1952 (Revocation) Order, 1954 (S.I. No. 186 of 1954) and to state that this Order was made by the Minister on 26th August, 1954, but did not come into force until 2nd September, 1954. For security reasons it is not possible to have Orders of this type published or laid before the Oireachtas before the date on which they come into operation. Following publication of the Order representations of an urgent nature were received from the trade interests concerned regarding the serious effect which the Order was likely to have on the Irish knitwear industry and it was necessary to examine these representations as a matter of urgency. The consideration of these representations coupled with the fact that there was at the time a shortage of experienced staff in the Section of the Department concerned led to the delay, which is regretted, in laying the Order before the Oireachtas.
