CHILDREN’S ALLOWANCES. PARTICULARS OF EXTRA RECEIPTS PAYABLE TO EXCHEQUER.

At the proceedings of the Public Accounts Committee on 30th July, 1953 during my examination in connection with the Appropriation Account of the Vote for Children’s Allowances for 1951/52, I undertook to furnish further information as to the Extra Receipts payable to the Exchequer. The information is as follows:—


Extra Receipts payable to Exchequer.

The sum of £67 14s. 0d. shown under this head relates to refunds of Children’s Allowances received during the financial year ended 31st March, 1952.


Of this sum, £54 14s. 0d. refers to refunds of allowances overpaid as a result of false representations or the wilful concealment of material facts by claimants.


The balance of £13 was refunded voluntarily.


Two claimants were incorrectly awarded allowances at higher rates than those to which they were entitled. The resulting overpayments of 5/- in one case and £2 10s. in the other were refunded.


Two sums of £5 15s. and £3 17s. 6d. were refunded by persons to whom Children’s Allowances were properly payable. These persons, after claiming the allowances, decided not to accept them as the children in respect of whom they were awarded were not residing with and being maintained by them.


The remaining sum of 12/6 was refunded voluntarily by a person to whom that amount had been paid incorrectly after a stop payment notice had been received at the appropriate Post Office.
