The following members were present:— Deputy V. de Valera (in the Chair), the Minister for Defence, Deputies Brennan, Carter, Colley, S. Collins, Cowan, Davern, Gallagher, Hilliard and T. F. O’Higgins (Junior.) 3. Consideration of Bill. The Committee resumed consideration of the Bill. (i) Section 53. Amendment proposed (Deputy Cowan): “In subsection (1), paragraph (a), page 36, line 36, to delete ‘(including a minor)’.” Amendment by leave, withdrawn. Amendment proposed (Deputy Cowan): “In subsection (1), paragraph (b), page 36, lines 44 and 45, to delete ‘The Minister in special cases or classes of cases, may direct that’.” Amendment, by leave, withdrawn. Amendment proposed (Deputy Cowan): “After subsection (5), to add a new subsection as follows:— ‘(6) No non-commissioned officer shall be reduced to a lower substantive non-commissioned rank unless the reasons for his proposed reduction have been communicated to him in writing by his commanding officer and he is given an opportunity of submitting in writing to the Adjutant-General his objections to the reduction and, on consideration of the objections, the Adjutant-General confirms and authorises the reduction.”’ Amendment, by leave, withdrawn.
