1. The Committee met at 3 p.m.


2. Members Present.


The following members were present:—


Deputy McCann (in the Chair); Deputies Bartley, Briscoe, Colley, Cowan, Dockrell, Hilliard, Larkin, C. Lehane, M. O’Higgins and M. O’Sullivan.


3. Consideration of Bill.


The Committee took the Bill into consideration.


(i) Section 1 postponed.


(ii) Section 2 agreed to.


(iii) Proposed new sections (Constitution of the Medical Board) postponed.

Amendment proposed (Deputy C. Lehane):


“In subsection (1), paragraph (a), line 5, to delete the word ‘three’ and substitute the word ‘nine.”’

“Before section 5 to insert a new section as follows:—


‘(1) The General Council shall, in the first election year before the appointed day, elect two of its members as General Council members, and the term of office of every person so elected shall commence on the day next after the appointed day.


(2) The General Council shall in each election year (other than the first election year) before the first Monday in April in that election year elect two of its members as General Council members, and the term of office of every person so elected shall commence on the day next following the said first Monday.


(3) Every General Council member elected at an election held under subsection (1) or (2) of this section in any election year shall, unless he sooner dies or resigns, hold office until the expiration of the first Monday in April in the next election year.


(4) Whenever a General Council member dies or resigns the General Council shall as soon as conveniently may be elect a person to fill the vacancy and the person so elected shall hold office for the period for which the General Council member so dying or resigning would have held office if he had not died or resigned.”’

“Before section 9 to insert the following new section:—


‘9.—(1) In this section—


the expression “the joint committee” means the joint committee of the Hospital;


the word “office” means any office or appointment full or part time, in or in connection with the Hospital.


(2) Where a person was, after the 6th day of December, 1950, and before the appointed day, appointed to any office, then, notwithstanding the terms and conditions on which he was appointed, the joint committee may, without assigning any reason therefor, remove him from that office.


(3) Where a person is removed from an office under this section, no action or proceedings shall lie against the joint committee or against the Governor or Governors of the Meath Hospital and County Dublin Infirmary in respect of such removal.


(4) Subsections (1), (2) and (3) of this section shall come into operation on the appointed day.”’
