IMEACHTA AN CHOISTE.THE PROCEEDINGS OF THE COMMITTEE.Dé Céadaoin, 7ú Feabhra, 1951.Wednesday, 7th February, 1951.1. The Committee met at 3 p.m. 2. Members Present. The following members were present:— Deputy McCann (in the Chair), Deputies Briscoe, Colley, Cowan, Dockrell, C. Lehane and Sheldon. 3. Consideration of Bill. The Committee resumed consideration of the Bill. (i) New sections (postponed on 24th January). Amendment proposed (Deputy Cowan): “Before section 3 to insert a new section as follows:— ‘The Medical Board of the Hospital shall consist of the Physicians and Surgeons of the Hospital on the 9th March, 1950, and the Physicians and Surgeons of the Hospital duly appointed in accordance with law after the appointed day.”’ Amendment amended, by leave, to read as follows:— “Before section 3 to insert a new section as follows:— ‘(1) The Medical Board of the Hospital shall consist of the physicians and surgeons of the Hospital on the 6th December, 1950, and the physicians and surgeons of the Hospital duly appointed in accordance with law after the appointed day. (2) Whenever a vacancy occurs in the Medical Board, then notwithstanding anything to the contrary contained in section 7 of the Act of 1815 the joint committee shall advertise the vacancy in the public press and the Medical Board shall examine the credentials of the applicants and following consideration of the report of the Medical Board on all such applicants, the joint committee shall elect a physician or surgeon to fill the vacancy.”’ Question:—“That the new section, as amended, be there inserted”—put, and agreed to. (ii) Section 1 (postponed on 24th January). Amendment proposed (Deputy McCann): “Before the definition of ‘the appointed day’ to insert the following:— ‘the expression “the Act of 1815” means the British statute passed in the year 1815, and entitled “An Act to amend several Acts for the management and direction of the Meath Hospital, or County of Dublin Infirmary, and for the better regulating the same.” (55 Geo. III, c. 1xxxi).”’ Question put, and agreed to. Amendment proposed (Deputy Dockrell): “In lines 26 and 27, to delete the figures ‘1952’ and substitute ‘1954.”’ Question put, and agreed to. Amendment proposed (Deputy Colley): “After the definition of ‘first election year’ to insert the following:— ‘the expression “the General Council” means the General Council of County Councils.”’ Question put, and agreed to. Amendment proposed (Deputy Larkin): “To delete all words after the word ‘means’ in line 32 to end of the section, and substitute the following: ‘the Medical Board constituted in accordance with section 3 of this Act.”’ Question put, and agreed to. Section, as amended, agreed to. (iii) Title agreed to. 4. Report of Committee. Draft Report brought in by the Chairman (Deputy McCann) read a first and second time, and passed as follows:— The Select Committee at its first meeting, considered its terms of reference and decided not to avail of its power to send for persons, papers and records but to consider any representations in writing made to it. At its subsequent meetings, the Select Committee went through the Bill and made amendments thereto. The Bill, as amended, is reported to the Dáil. Ordered: To report accordingly. 5.
