REPORT.

1. The Joint Committee report that they have amended and incorporated, as so amended, in the Bill, the Additional Provisions referred to the Joint Committee by Resolution of the Seanad dated 23rd May, 1934, concurred in by Resolution of the Dáil dated 24th May, 1934, and have amended the Title of the Bill as follows :—


AN ACT TO RECONSTITUTE THE GALWAY HARBOUR COMMISSIONERS ON A MORE REPRESENTATIVE BASIS, AND TO CONTINUE THEIR INCORPORATION, AND TO CONFER POWERS ON THEM (INCLUDING BORROWING POWERS) FOR THE CARE AND PRESERVATION, IMPROVEMENT AND DEVELOPMENT OF THE PORT AND HARBOUR OF GALWAY, AND TO PROVIDE FOR THE EXECUTION OF CERTAIN WORKS, AND TO PROVIDE FOR SPECIAL CONTRIBUTIONS FROM AND THE MAKING OF CERTAIN RATES BY THE COUNTY COUNCIL OF THE COUNTY OF GALWAY AND THE GALWAY URBAN DISTRICT COUNCIL, AND FOR OTHER PURPOSES CONNECTED WITH THE FOREGOING MATTERS.”


2. The Joint Committee report that they have examined the Preamble of the Bill and have found the Preamble proved inasmuch as they are satisfied that the proposals for the improvement and development of Galway Harbour are adequate and that the capacity of the Corporation referred to in the Preamble supported by its guarantors to raise the required money is indubitable. They have gone through the Bill and have made amendments thereunto.


3. In considering the Bill, the Joint Committee have had before them a report on the Bill from the Departments of Local Government and Public Health, Posts and Telegraphs and of Lands and Fisheries respectively, a first and second report from the Department of Finance and a first, second and third report from the Department of Industry and Commerce. The manner in which the recommendations of the said Departments have been dealt with is shown in the Appendices at the end of this report.
