IMEACHTA AN CHÓ-CHOISTE.

PROCEEDINGS OF THE JOINT COMMITTEE.

Déardaoin, 16 Bealtaine, 1935.

Thursday, 16May, 1935.

1. The Joint Committee met at 2 p.m.


2. Present: Senator S. Fitzgerald (in the Chair); Deputies Kennedy, T. J. Murphy and Miss M. M. Pearse; Senators Sir E. Coey Bigger, Miss K. Browne and Mrs. K. Clarke. The Ceann Comhairle and the Cathaoirleach of the Seanad were present ex officio.


3. It was proposed by Deputy Kennedy:


“That in the opinion of this Joint Committee, the Oireachtas Restaurant should be managed by a Committee representing both Houses, without the assistance of an external caterer.”


This question was put and the Joint Committee divided.


For—Deputies Kennedy and T. J. Murphy—2.


Against—The Chairman of the Joint Committee, the Ceann Comhairle, the Cathaoirleach of the Seanad, Deputy Miss M. M. Pearse, Senators Sir E. Coey Bigger, Miss K. Browne and Mrs. K. Clarke—7.


The question was declared defeated.


4. It was proposed by Senator Sir E. Coey Bigger:


“That in the opinion of this Joint Committee (1) a contract, the details of which will be fixed by this Committee, should be offered for acceptance to an outside caterer, and to Messrs. J. E. Mills, Ltd., in the first instance; (2) the ultimate management of the Oireachtas Restaurant should remain vested in the Chairmen of the Dáil and Seanad with the advice and assistance of a Joint Committee of both Houses.”


This question was put and the Joint Committee divided.


For—The Chairman of the Joint Committee, the Ceann Comhairle, the Cathaoirleach of the Seanad, Deputy Miss M. M. Pearse, Senators Sir. E. Coey Bigger, Miss K. Browne and Mrs. K. Clarke—7.


Against—Deputies Kennedy and T. J. Murphy—2.


The question was declared carried.


5. The Joint Committee considered and fixed a draft of a contract containing, amongst others, the following features:—


(1) period to expire on the 31st March, 1936;


(2) all charge for rent to be remitted;


(3) fuel and power charges to be borne by the caterer;


(4) remuneration of Restaurant staff not to be lowered;


(5) properly certified accounts to be furnished quarterly;


(6) no charges to be brought forward at a later date if not included in agreement.


It was directed that a copy of this proposed Agreement be forwarded to Messrs. J. E. Mills, Ltd., for consideration before the next meeting.


6. The Joint Committee postponed consideration of the questions of the functions of a Joint Committee in the future management of the Restaurant.


7. The next meeting was fixed for Wednesday next, 22nd instant, at 2 p.m.


8. The Joint Committee adjourned at 3 p.m.
