PROCEEDINGS OF THE JOINT COMMITTEE.

Wednesday, 10th July, 1929.

1. The Joint Committee met at 11 a.m.


2. Present: Senator Hooper (in the Chair); Deputies T. Hennessy, J. F. Lemass, D. G. O’Mahony, P. Smith, W. Thrift and M. Tierney; Senators Mrs. Costello, T. Johnson, The McGillycuddy of the Reeks, Seán Milroy, Colonel Moore and M. F. O’Hanlon.


3. Postal Facilities.


Mr. P. S. O’Hegarty, Secretary of the Department of Posts and Telegraphs attended the Joint Committee in response to their request for information on matters relating to postal facilities.


4. Allowances to Members of the Dail and the Seanad.


Consideration of the following motion made by Senator Johnson on 26th June, was resumed:


“That the present scale of allowance for members of the Oireachtas does not admit of reduction.”


Amendment proposed (Deputy Lemass):


“To delete all the words after the word ‘That’ and substitute the following:—


“‘the Committee is of opinion that the duties attaching to membership of the Seanad do not necessitate the payment of an allowance equal to that paid to members of the Dáil; and also that the existing economic circumstances of the State do not permit of any increase in the allowance paid to members of the Dáil, and recommends, therefore, that the allowance paid to members of the Seanad be reduced to £200 per annum.”’


Question put; the Joint Committee divided; For, 3; Against, 10.


For:—Deputies Lemass, Smith and Thrift.


Against:—Deputies Hennessy, O’Mahony, and Tierney; Senators Mrs. Costello, Hooper, Johnson, The McGillycuddy of the Reeks, Milroy, Colonel Moore and O’Hanlon.


Amendment declared negatived accordingly.


Motion amended, by leave, by deletion of the words “does not admit of reduction” and substitution of the words “is not excessive and ought not to be reduced.”


Motion, by leave, withdrawn.


Motion made (Senator Milroy):


“That the Committee does not feel justified in recommending any reduction in the present scale of allowances paid to members of the Oireachtas.”


Question put; the Joint Committee divided; For, 10; Against,3.


For: — Deputies Hennessy, O’Mahony, and Tierney; Senators Mrs. Costello, Hooper, Johnson, The McGillycuddy of the Reeks, Milroy, Colonel Moore and O’Hanlon.


Against: — Deputies Lemass, Smith and Thrift.


Motion declared carried accordingly.


5. The Joint Committee adjourned at 1.10 p.m. to a date after the Recess to be fixed by the Chairman.
