PROCEEDINGS OF THE JOINT COMMITTEE.

Wednesday, 6th November, 1929.

1. The Joint Committee met at 11 a.m.


2. Present: Senator P. J. Hooper (in the Chair); Deputies T. Hennessy, J. F. Lemass, D. G. O’Mahony, P. Smith; Senators Mrs. Costello, T. Johnson, The McGilly. cuddy of the Reeks, Colonel Moore, and M. F. O’Hanlon.


3. Remuneration of Ministers.


Motion made (Deputy Lemass):


“That the salary of the President of the Executive Council should be fixed at £1,500 per annum and the salaries of Ministers at £1,000 per annum, and that their salaries should not be subject to income tax.”


Amendment proposed (Senator Johnson):


“That the salary of Ministers should be reduced provided that an additional allowance is made to ex-Ministers so long as they remain members of the Oireachtas.”


Question put; the Joint Committee divided; For, 3; Against, 7.


For:—Senators Hooper, Johnson and Colonel Moore.


Against:—Deputies Hennessy, Lemass, O’Mahony and Smith; Senators Mrs. Costello, The McGillycuddy of the Reeks and O’Hanlon.


Amendment declared negatived accordingly.


Amendment proposed (Senator Colonel Moore):


“That the salary of Ministers should be reduced and that an additional allowance be made to ex-Ministers so long as they remain members of the Oireachtas.”


Deputy Lemass having withdrawn his motion, the amendment was ruled out of order.


Motion made (Senator O’Hanlon):


“That the remuneration of Ministers remain as at present fixed.”


Amendment proposed (Deputy Hennessy):


“To delete all the words after the word ‘That’ and substitute the words:—


“‘the salaries of Ministers remain as they are at present, but without deducting income tax, and that an additional allowance be made to ex-Ministers so long as they remain members of the Oireachtas, or while in private life are not in receipt of incomes derived from outside sources.”’


Question put; the Joint Committee divided; For, 4; Against, 6.


For:—Deputies Hennessy and O’Mahony; Senators Mrs. Costello and The McGillycuddy of the Reeks.


Against:—Deputies Lemass and Smith; Senators Hooper, Johnson, Colonel Moore and O’Hanlon.

“To delete all the words after the word ‘That’ and substitute the words:—


“‘the salaries of Ministers should be reduceed, but should not be subject to income tax, and that ex-Ministers be entitled to pensions commensurate with the duration of their periods of office.”’
