PROCEEDINGS OF THE JOINT COMMITTEE.

1. The Joint Committee met at 11 a.m.


2. Present: The Ceann Comhairle (in the Chair), The Cathaoirleach of the Seanad; Deputies de Valera, Morrissey and Tierney; Senators Bennett, Douglas, Jameson, O’Farrell and O’Hanlon.


3. Election to the Seanad.


Motion made (Cathaoirleach of the Seanad):


“That the Joint Committee recommends that the Seanad be elected by the Dáil and Seanad each House electing one-half the number of members to be elected, on principles of Proportional Representation.”


Motion, by leave, withdrawn.


Another motion made (Deputy de Valera):


“That the Joint Committee recommends that the members of the Seanad be elected by the members of the Dáil voting on principles of Proportional Representation.”


Amendment proposed (Deputy Tierney):


“To delete the word ‘voting’ and add after the word ‘Dáil’ the words ‘and Seanad voting together’.”


Question put; the Joint Committee divided; For, 7; Against, 2.


For: Cathaoirleach of the Seanad; Deputy Tierney; Senators Bennett, Douglas, Jameson, O’Farrell and O’Hanlon.


Against: Deputies de Valera and Morrissey.


The amendment was declared carried accordingly.


Main Question, as amended, put; the Joint Committee divided; For, 7; Against, 2.


For: Cathaoirleach of the Seanad; Deputy Tierney; Senators Bennett, Douglas, Jameson, O’Farrell and O’Hanlon.


Against: Deputies de Valera and Morrissey.


4. The Joint Committee adjourned at 1 p.m. until 3 p.m. Tuesday next.
