PROCEEDINGS OF THE JOINT COMMITTEE.

Thursday, 22nd March, 1928.

1. The Joint Committee met at 11 a.m.


2. Present: The Ceann Comhairle (in the Chair), The Cathaoirleach of the Seanad; Deputies Morrissey, Ruttledge and Tierney; Senators Bennet, Douglas, Jameson, O’Farrell and O’Hanlon.


3. Motion made (Senator Bennett):


“That the Joint Committee deal with the question of election to the Seanad directly by the people before considering the question of the powers of the Seanad.”


Question put; the Joint Committee divided; For, 6; Against, 3.


For: Cathaoirleach of the Seanad; Deputy Tierney; Senators Bennett, Douglas, Jameson and O’Hanlon.


Against: Deputies Morrissey and Ruttledge; Senator O’Farrell.


The motion was declared carried accordingly.


4. Election to the Seanad.


Motion made (Deputy Tierney):


“That election to the Seanad by direct vote of the people is undesirable.”


Question put; the Joint Committee divided; For, 5; Against, 4.


For: Cathaoirleach of the Seanad; Deputies Ruttledge and Tierney; Senators Douglas and Jameson.


Against: Deputy Morrissey; Senators Bennett, O’Farrell and O’Hanlon.


The motion was declared carried accordingly.


5. The Joint Committee adjourned at 12.35 p.m. till 11 a.m. Thursday next.
