Foreword

As part of its 1999 work programme the Joint Committee on European Affairs, having completed its report on Economic and Monetary Union in December 1998, decided to continue its consideration of this question by monitoring the changeover procedures and reporting to the Dáil and Seanad.


In this context, the debates of the Committee of 16 February 1999 when it heard presentations from the Irish Bankers’ Federation and the Director of Consumer Affairs are appended to this report. The Joint Committee would like to thank the Federation and the Director for their presentations to the Joint Committee.


The Joint Committee request that this report be the subject of a debate in each of the Houses of the Oireachtas.

Joint Committee on European Affairs

EMU - Interim Report of Changeover procedures

1.The Joint Committee on European Affairs reported to Dáil Éireann and Seanad Éireann in December 1998 on its consideration of Economic and Monetary Union.


2.The Joint Committee in continuing its consideration of this matter in the current year invited the Irish Bankers’ Federation and the Director of Consumer Affairs to make presentations to it on changes in Eurocurrency charges at its meeting on 16 February 1999.


3.The Joint Committee wishes to bring the transcript of evidence of its meetings and the documentation supplied by the Irish Bankers’ Federation and the Director of Consumer Affairs to the attention of the Houses of the Oireachtas.


4.The Joint Committee has sought responses to its first report on EMU from the various bodies concerned with its recommendations and intends to report to the Houses on these responses in due course.
