I refer to your appearance before the Committee of Public Accounts on Thursday 12 October 1995 in relation to the Value for Money Report of the Comptroller and Auditor General on Energy Management in the Health Services.


In the course of the meeting, you undertook to provide the Committee with an estimate of the savings that have been achieved to date under the centralised purchasing system.

I refer to your letter of 17 October last regarding an estimate of savings achieved to date under the centralised purchasing system for fuel.


The arrangement in question relates to bulk purchases of fuel oil on behalf of the eight health boards and it is organised by the Health Boards Value for Money Purchasing Group. The arrangement was put in place in November 1994 and the estimated savings for the twelve month period commencing on 1 March 1995 based on 1994 usage and the average 1994 cost amount to £236,600.


I regret the delay in replying to your letter. A draft reply was prepared last November but, due to a clerical error, it did not actually issue.
