Re: Appropriation Account 1988.


I refer to the letter of 19 February 1991 in relation to matters which arose at my examination on the 1988 Appropriation Accounts. Material is hereby furnished on the two items referred to in the letter.


1. The situation was discussed, whereby an incorrect record on the Departments Central Records System, gives rise to a payment being made to a person, who is not entitled to receive it. A detailed examination of our records indicates that this situation arises very infrequently.


The data in respect of the 1989 year would indicate that this occurred on ten occasions only. Overpayments which arose in those circumstances, would be viewed sympathetically.


2. In relation to the discussion on paragraph 61 of the Report of the Comptroller and Auditor General, I indicated that a full analysis of the 3,968 contribution records which have in excess of 55 credits in the 1987-88 contribution year was being undertaken.


The investigation of these cases, which is necessarily time consuming, is in its final stages. Up to the end of April 1991, approximately 3,850 cases have been resolved and the appropriate records amended leaving a small number of residual cases. So far, only 17 cases of overpayments have been discovered and are being processed. Recoveries are being made where possible and are ongoing in many of these cases.


I would also like to mention that the detailed checking of overlap credit cases, is now a routine feature of the Departments control systems and that the checking of the 1988-89 overlap data, is underway.
