Dear Ms. McHugh,
I refer to the Public Accounts Committee Meeting of 1 February 1990 which dealt with the 1988 Appropriation Accounts for the Marine Vote. I understand that the actual transcript of the meeting may not be available for some time.
I promised however, to provide the Committee with further information on the following matters.
1. Kowloon Bridge
(a)The insurers of the vessel are the London Steam-Ship Mutual Insurance Association Limited.
(b)An offer of £1 million was not acceptable to the Minister as costs amounted to £1.75 million (i.e. £1.31 million for clean up and £0.44 million for removal of oil from vessel). I can confirm that the State legal advisers were consulted and agreed that recovery of these costs, legitimately incurred, should be pursued through the Courts.
(c)The Attorney General’s Office has advised that it is unlikely that the Court would set a date for the hearing before October this year. The hearing itself will be in 1991.
2. Aquaculture
I confirm that my Department received the report prepared by Mr. Aidan Barry of the South Western Regional Fisheries Board entitled “Greening of the Lee”. The report has been discussed by the Department’s Freshwater Licence Vetting Committee and it was agreed that the problem in the Lee is an indication of excessive phosphorous gaining entry to the river. Many sources contribute to the excessive loading — agricultural, domestic, industrial etc. The problem it is felt would be addressed in a Water Quality Management Plan for the Lee and appropriate recommendations could be made regarding suitable areas for phosphorous reduction. The Department of the Marine would strongly support the preparation of such a plan.
3. Subhead B2 — Postal and Telecommunications Services
Subhead B3 — Machinery and Other Office Supplies
I attach details of Postal and Telecommunications and Machinery and Office Supply expenditure as Appendix 1.
4. Sale of Rod Angling Licences
I attach herewith as Appendix 2 details of 1988 sales. Since our meeting my staff have provided you with provisional details of licences sold in 1989. I attach a further copy for your convenience. I will provide final figures for 1989 as soon as they are available.
On receipt of the transcript of the meeting, if any information is omitted or requires further clarification, I would be glad to provide same.
