Mr. Seán Donlon Secretary Department of Foreign Affairs Iveagh House 80 St. Stephen’s Green Dublin 2 Dear Secretary, In considering its Draft Report on the Bilateral Aid Programme the Committee has addressed itself to the question of whether or not there is a valid case for recommending that further priority countries be designated. In order to make a judgement on this issue the Committee wishes to ascertain what funds might exist for this purpose. In this context I have been asked by the Committee to request the following information: (1)What is the Department’s general assessment of the funding needs of present programmes? Specifically (a)To what extent is it intended to continue funding programmes at present levels? (b)What are the medium and longer term funding implications of the degree to which localization is taking place? (c)Have timescales for involvement in our present priority country programmes been established, if so, what, in general terms, are the funding implications? (2)In general how is it proposed to use the increase in bilateral aid funds up to 1987 i.e. IR£18 million approximately? (3)Does the Department consider that in the foreseeable future, any of the presently designated priority countries will be phased out of the Bilateral Aid Programme? Sincerely, G. F.
