First and Second Interim Reports

Interim Report

1. The Joint Committee has made progress in the matters referred to it and has agreed to the following interim report.


2. The Joint Committee finds that, because of the volume of submissions made to it, it will not be in a position to report back to the House by the date fixed, 31st December, 1983.


3. The Joint Committee accordingly requests the House to extend the period to 31st March, 1984.

Second Interim Report

1. The Joint Committee has made further progress in the matters referred to it under its Orders of Reference and has agreed to the following second interim report.


2. Since its appointment the Joint Committee has held sixteen meetings and has had extensive discussions with individuals and representatives of nine of the bodies who made submissions. Because of the complexity of the matters before the Joint Committee it is the Committee’s view that it is necessary to discuss these submissions in further detail. Also the Joint Committee’s progress has been impeded because the Attorney General’s advice, which the Department of the Environment promised to the Joint Committee, on the Constitutional aspects of the building land question, could not be made available to the Joint Committee because of his constitutional role as adviser to the Government. The Committee decided in April 1983 that it could not proceed with its work until such time as it received that advice, and it was not until November 1983 that the Committee was informed of the position. Since November, 1983 the Committee has worked with the utmost expedition.


3. The Houses of the Oireachtas recently empowered the Joint Committee to engage specialist advisers to help it in its assessment and examination of the submissions and in the preparation of the final report which under its present Orders of Reference, the Committee is required to submit to Dail Eireann and Seanad Eireann before 31st March, 1984. However, the Joint Committee will not be in a position to finalise its report before that date and the Joint Committee therefore requests Dail Eireann and Seanad Eireann to extend the date by which it is required to report to 31st December, 1984.
