1. The Committee met at 4 p.m.


2. Members Present.


The following members were present:—


Deputy O’Toole (in the Chair), Deputies Filgate, Horgan, Leyden, Morley and Pattison.


3. The Committee deliberated.


4. Report of the Committee


The Chairman brought forward a Draft Report for consideration.


(i) Paragraphs 1 and 2 agreed to.


(ii) Paragraph 3


Amendment proposed (Deputy Horgan):


“To add the following sentence to the last subparagraph:


‘In view of the implications for public expenditure the Committee recommends that any agreed local contribution below the 5% figure should be separately set out in the Appropriation Account by the Department of Education.”’


Amendment agreed to.


Paragraph, as amended, agreed to.


(iii) Paragraphs 4 to 71 inclusive, agreed to.


(iv) Paragraph 72


Amendment proposed (Deputies Filgate and Horgan):


“To delete the last subparagraph and substitute:


‘Having regard to the considerable sums due from the United Nations over a protracted period, the Committee asks whether consideration has been given to the making of a request to that organisation to make regular payments on account pending the submission of claims in respect of the expenditure actually incurred’.”


Amendment agreed to.


Paragraph, as amended, agreed to.


(v) Paragraphs 73 and 74 agreed to.


(vi) New paragraph


Amendment proposed (Deputy Horgan):


“After paragraph 74 to add the following new paragraph:


General


In the course of its deliberations the Committee had occasion to note the non-availability of detailed information regarding capital and non-capital grants to private institutions. The Committee feels that the principle of public accountability would be enhanced by the making of such information available in relation to all such grants.”’


Question:—“That the new paragraph be there inserted”—put, and agreed to.


Draft Report, as amended, agreed to.


Ordered: To report to the Dáil accordingly.
