BILATERAL AID PROGRAMME 1978.
The projects financed under the Programme in 1978 are listed in the attached statement, as are the amounts expended on each project and, where relevant, the implementing Irish organisation. They are set out under five headings, viz., Priority Countries (Lesotho, Sudan, Tanzania, Zambia and India), Non-Priority Countries, Training and Courses, Grants to Educational and Other Institutions, and Co-financing, Development Education and Other Assistance.
The Programme in 1978 covered a wide range of projects and included assistance in such key areas as agriculture, rural development, electricity, health, education and training, commerce, industry and airline development. In addition, the co-financing programme with voluntary agencies was developed and extended very considerably. In 1978 sixty-six projects, in Africa, Asia and South America, were co-financed (usually up to 75% of the cost), each of which went directly towards meeting the basic needs of the poorer sections of the populations of the various developing countries assisted.
Agricultural-based projects were in the majority, though a sizeable number were in the health and education fields. Also in 1978, and for the first time ever, an allocation
(£35,000) was included in the Programme for development education in Ireland. This amount was fully taken up and, in general, was not alone widely welcomed but also stimulated considerable interest and activity in this field.
