LETTER TO CLERK TO JOINT COMMITTEE FROM BRAY URBAN DISTRICT COUNCIL

I wish to acknowledge receipt of your letter of the 14th November, 1979, regarding the above matter and I am to advise you that two schemes were built by the NBA in the Bray area. A scheme of 240 houses were built in conjunction with Wicklow County Council at Oldcourt and the entire scheme was subsequently taken over by this Authority. A scheme of 78 houses, 42 flats and 6 chalets were constructed by the NBA at Fassaroe Park for Bray Urban District Council. Both the schemes at Oldcourt & Fassaroe Park were constructed in the period 1971 to 1973.


The houses in the Oldcourt scheme have flat roofs and are centrally heated which at the present time is most unsatisfactory due to the rising cost of heating. The Council are anxious to provide fireplaces and chimneys in these houses. The 78 house scheme in Fassaroe is also centrally heated (oil fired) and a similar demand for fireplaces exists.


Major remedial works are needed to combat condensation and dampness in the 42 flats at Fassaroe. The chalets have been declared unfit for human habitation and the tenants will be rehoused. The chalets will not be reoccupied.


Generally, no particular problems arose between the NBA and Bray Urban District Council. The problems existing, in the accommodation provided, are as a result of the then government policy regarding the provision of low cost housing. Bray Urban District Council have since 1973 built two further schemes and for both have employed a Consultant Architect who has been retained for further schemes.
