APPENDIX 11

LETTER TO CLERK TO JOINT COMMITTEE FROM LIMERICK CORPORATION

In response to your letter of the 14th inst, I write to express to your Committee my unqualified appreciation of the work done by the National Building Agency for the Limerick Corporation. The Housing Department of the Corporation has assigned a very substantial part of it’s Housing Programme for design and construction by the Agency. The results have been satisfactory and have received widespread approval, not only from the Limerick City Council, but from the general public. Any independent assessment will confirm the high standard of construction of houses and associated amenities in the Corporation schemes. The National Building Agency has averaged 180-220 houses per annum for the Corporation over the past decade.

The consultation is full, complete and sensitive between both the technical and administrative staffs of the local Authority and the Agency. In addition the arrangement facilitates the additional contact which is necessary between the local Authority and the Department of the Environment.

Limerick Corporation has had no problems in relation to supervision of work in progress or taking over from the Agency of work completed.

The Corporation has also been fortunate in relation to complaints in respect of completed Contracts which as all experienced officials know can arise even where procedures have been carried through with the greatest of care.

The Corporation has in fact this year extended its involvement with the Agency by a request for a co-ordinated development plan for a major Housing Programme—which will occupy the Housing Department for the next ten years—which covers a large suburban site in both Limerick City and County.

Yours sincerely
