OFFICE OF THE MINISTER FOR EDUCATION—FORMAT OF ESTIMATE

I am directed by the Minister for Education to state that he proposes to create a fund entitled “Grant-in-aid Fund of the General Expenses of Cultural, Scientific and Educational Organisations” in the Vote for the Office of the Minister for Education in substitution for the following grant-in-aid subheads:


G.1.—An Cumann Scoildhramaíochta (Part III:—grant-in-aid of general expenses)


G.3.—The National Film Institute of Ireland—Purchase of Educational Films (Part III:—no entry)


G.4.—Dublin Institute of Adult Education—General Expenses (Part III:—no entry)


G.5.—Royal Zoological Society of Ireland (Part III:—Grant-in-aid of general expenses)


G.6.—Irish Committee of Historical Sciences (Part III:—Grant-in-aid of general expenses)


G.8.—Chester Beatty Library (Part III:—Grant-in-aid towards (1) General expenses (2) Special security arrangements)


G.9.—Irish Countrywomen’s Association (Part III:—Grant-in-aid of adult education courses)


G.10.—An Cumann le Béaloideas Éireann (Part III:—Grant-in-aid of publications)


G.11.—Music Association of Ireland (Part III:—Grant-in-aid of Schools’ recital scheme and Ógra Ceoil)


G.13.—Royal Society of Antiquaries of Ireland (Part III:—Grant-in-aid of printing of journal of the Society)


The Minister also proposes that grants for other organisations with similar objectives will also be provided through this Fund.


The Tánaiste and Minister for Finance has been consulted in the matter and has raised no objection to the proposal provided:


(i)that a list of the grants made from the Fund be appended to the annual Appropriation Account;


(ii)that the sanction of the Department of Finance continues to be obtained for any proposal to establish a new grant from the Fund.


A copy of the relevant minute from the Department of Finance is appended.


The Minister has no objection to these conditions and in accordance with the wishes expressed by the Tánaiste and Minister for Finance now seeks the approval of An Coiste to the proposed new arrangements. The accounts of the Fund will, of course, be subject to audit by the Comptroller and Auditor General.


As requested in the Department of Finance minute arrangements have been made to implement the procedure at (i) above in relation to the Grant-in-Aid Fund for youth and sports organisations.

I am directed by the Tánaiste and Minister for Finance to refer to your minute dated 16 Eanáir 1979, proposing to create a fund entitled “Grant-in-aid Fund of the General expenses of Cultural, Scientific and Educational Organisations” in the Vote for the Office of the Minister for Education in substitution for the following grant-in-aid subheads:


G.1.—An Cumann Scoildhramaíochta


G.3.—The National Film Institute of Ireland


G.4.—Dublin Institute of Adult Education


G.5.—Royal Zoological Society of Ireland


G.6.—Irish Committee of Historical Sciences


G.8.—Chester Beatty Library


G.9.—Irish Countrywomen’s Association

G.13.—Royal Society of Antiquaries of Ireland


The Minister does not object to this proposal, subject to the following conditions:—


(i)that a list of the grants made from the Fund be appended to the annual Appropriation Account;


(ii)that this Department’s sanction continues to be obtained for any proposal to establish a new grant from the Fund.


The change proposed should, in the view of the Minister, be brought to the attention of the Public Accounts Committee, and I am to request that your Department should write to the Committee informing them of it and seeking their approval, in advance of making the change. The approach to the Committee should be made at a very early date, so that the Committee can consider the matter before the Summer recess. The matter should also be mentioned to the Comptroller and Auditor General. Subject to the foregoing, the change may be introduced in next year’s Estimates.


The procedure at (i) above should, incidentally, also be implemented in relation to the Grant-in-Aid Fund for youth and sports organisations.

The Committee has considered the proposal contained in Mr. Ó Móráin’s minute of 7 Meitheamh 1979 for the creation of a fund entitled “Grant-in-aid Fund of the General Expenses of Cultural, Scientific and Educational Organisations” in the Vote for the Office of the Minister for Education in substitution for the grant-in-aid subheads mentioned in that Minute.


The Committee has no objection to this proposal provided that the conditions laid down by the Department of Finance are complied with.
