1. The Committee met at 4 p.m.


2. Members Present.


The following members were present:—


Deputy Barry Desmond (in the Chair), the Minister for Health, Deputies Briscoe, Byrne, Esmonde, Hugh Gibbons, Fergus O’Brien and O’Connell.


3. Consideration of Bill.


The Committee resumed consideration of the Bill.


(i) Section 5.


The following amendment had been proposed by Deputy Haughey on 4th February.


“In page 7, subsection 2 (b), line 2, before ‘manufacture’ to insert ‘import, export, transport,’”.

Amendment proposed (Deputy Byrne):


“In page 7, after line 7, to insert a new subsection as follows:


‘A medical practitioner shall keep in relation to every prescription issued for controlled drugs a separate record specifying


(i) the quantity of controlled drugs prescribed,


and


(ii) the name of the person for whom they are prescribed


and shall permit such record only to be inspected by any person authorised by the Minister.’”

“In page 12, before section 13, to insert a new section as follows:


‘(1) For the purpose of preventing the misuse of drugs, the Minister shall, as soon as may be after the passing of this Act, make provisions for the introduction of standard prescription forms which shall be used by every registered medical practitioner, registered dentist, registered veterinary surgeon and every person employed or engaged in dispensing medicines at any hospital or health clinic.


(2) Standard prescription forms shall be in such form as the Minister shall prescribe by regulations.


(3) Regulations shall also be made requiring that every prescription form be stamped with a prescribed stamp.’”
