IMEACHTAÍ AN CHOISTE SPEISIALTA.PROCEEDINGS OF THE SPECIAL COMMITTEE.Dé Céadaoin, 19 Feabhra, 1975.Wednesday, 19th February, 1975.1. The Committee met at 10.30 a.m. 2. Members Present. The following members were present:— Deputy Barry Desmond (in the Chair), the Attorney General, Deputies Brosnan, de Valera, Henry P. Dockrell, Enright, Esmonde, O’Malley and Pattison. 3. Consideration of Bill. The Committee resumed consideration of the Bill. (i) Section 3. Question again proposed:— “That the section, as amended, stand part of the Bill”. Question put, and agreed to. (ii) Section 4. Amendment proposed (Deputy de Valera): “In page 4, after line 31, to insert:— ‘(4) The Commission shall from time to time prepare for submission by the Taoiseach to the Government proposals for law reform, and shall indicate the priority in which the Commission places the necessity for such law reform, and shall indicate the manner in which the Commission recommends that such law reform be initiated, and the scope and extent of such law reform’.” Amendment, by leave, withdrawn. Amendment proposed (Attorney General): “In page 4, after line 31, to insert the following paragraph:— ‘(g) indicate the desirability, priority, scope and extent of any proposals for law reform’.” Amendment agreed to. Section, as amended, agreed to. (iii) Section 5. Amendment proposed (Deputy O’Malley): “In page 4, subsection (2), lines 36 and 37, after ‘programme’, to insert ‘both as submitted by the Commission to the Government and’.” Amendment, by leave, withdrawn. Section agreed to. (iv) Section 6. Amendment proposed (Deputy O’Malley): “In page 4, line 41, to delete ‘subsection (1) and subsection (2) of’.” Amendment agreed to. Section, as amended, agreed to. (v) Sections 7 to 9 inclusive, agreed to. (vi) Section 10. Amendment proposed (Deputy O’Malley): “In page 5, lines 33 to 46, to delete subsections (4) and (5)” Amendment, by leave, withdrawn. Amendment proposed (Attorney General): “In subsection (4), page 5, lines 33 and 34, to delete ‘make a designation under this subsection in relation to’ and substitute ‘for the purposes of subsection (5) of this section designate’.” Amendment agreed to. Section, as amended, agreed to. (vii) Section 11. Amendment proposed (Attorney General): “In page 7, subsection (7), lines 18 and 19, to delete ‘on secondment from the civil service’.” Amendment agreed to. Section, as amended, agreed to. (viii) Sections 12 to 15 inclusive, agreed to. (ix) Title agreed to. 4. Report of Committee. The Chairman brought forward a Draft Report which was read as follows:— “The Special Committee has considered the Bill and has made amendments thereunto. The Bill, as amended, is reported to the Dáil.” Draft Report agreed to. Ordered: To report accordingly. 5. Conclusion of Business. The Committee concluded its business at 12.15 p.m. |
