APPENDIX 8.

RECEIPTS AND PAYMENTS BETWEEN THE EXCHEQUER AND THE EUROPEAN COMMUNITIES

During my examination by the Committee on 20 February I undertook to consider the possibility of including in the annual volume of Appropriation Accounts a table setting out receipts and payments between the Exchequer and the European Communities.


As I stated during the examination, Departmental explanatory material furnished in the volume is usually related to specific Votes. I do not think, therefore, that details of EEC transactions, accountability for which devolves on a number of Departments, could properly be appended to any one Appropriation Account. However, tables setting out the subsidies, grants and loans approved or awaiting decision by the Communities are contained in the report, Developments in the European Communities, which is presented by the Government twice yearly to each House of the Oireachtas under section 5 of the European Communities Act, 1972. The tables include transactions involving Central Government, State bodies and the private sector. Perhaps the Committee would accept the information furnished in these reports as meeting their requirements.

The Committee of Public Accounts has considered your letter of 11 April, 1975 in connection with receipts and payments between the Exchequer and the European Communities.


The Committee is satisfied that its requirements are met by the tables annexed to the reports on developments in the European Communities which are made twice yearly to each House of the Oireachtas.
