During my examination by the Committee on 20 February I undertook to furnish details of the statutory authorities for the superannuation schemes referred to in the Appropriation Account for Vote 49, Increases in Pensions and Allowances. (1) Civil ServiceThe Superannuation Acts 1834 to 1963 and Regulations and Orders made thereunder. (2) National and Secondary School TeachersThe Teachers’ Superannuation Act 1928 and the National Teachers’ Superannuation Schemes 1934 to 1972 and the Secondary Teachers’ Superannuation Schemes 1929 to 1972 made thereunder. (3) Garda SíochánaThe Garda Síochána Act, 1924 and the Police Forces Amalgamation Act, 1925 and the Garda Síochána Pensions Orders 1925 to 1972 made thereunder. (4) Resigned and Dismissed members of the RIC.The Superannuation and Pensions Acts 1923 and 1929 and Orders made thereunder. (5) Defence Forces(a) Retired Pay and Pensions The Defence Forces (Pensions) Acts 1932 to 1968 and the Defence Forces (Pensions) Schemes 1937 to 1974 made thereunder. (b) Wound and Disability Pensions and Allowances Army Pensions Acts 1923 to 1968 and the Army Pensions (Increase) Regulations 1969 to 1974. (c) Military Service Pensions Military Service Pensions Acts 1924 to 1964. (d) Special Allowances Army Pensions Acts 1943 to 1964 and the Army Pensions (Increases) Regulations 1969 to 1974 made thereunder. (e) Connaught Rangers The Connaught Rangers (Pensions) Acts 1936 to 1964. (f) Mac Swiney Pension The Mac Swiney (Pension) Acts 1950 to 1964. (6) Local AuthoritiesThe Local Government Act 1925; the Mental Treatment Act 1945; the Local Government (Superannuation) Act 1948 the Local Government (Superannuation) Act 1956. Notes1. Pension Increases on the above schemes are granted under the Pensions (Increase) Act 1964 and regulations made thereunder except in the case of (5) (a), (b) and (d) where the relevant Pensions Acts referred to above convey the necessary authority for granting increases. 2. Pensions are granted to non-established State employees in accordance with a scheme agreed within the framework of the civil service conciliation and arbitration scheme and under the auspices of the Labour Court. Pension increases are granted in line with those granted to retired established officers. 3. Parliamentary authority for the introduction, in advance of amending legislation, of the Contributory and Ex-gratia Pensions Schemes for Widows and Children of Civil Servants was obtained by way of supplementary estimate (1968/69) and additional estimate (1969/70) respectively. The required amending legislation is being incorporated in a general superannuation bill which it is hoped to commence drafting shortly. Schemes along the lines of those applying to Civil Servants have been extended to the Garda Síochána, Defence Forces (a contributory scheme only —they already had a scheme which is, in general, superior to a civil service type ex-gratia scheme), National and Secondary Teachers and Local Authority officers. The Department of Local Government will be taking amending legislation to cover the Local Authority officers; the existing Acts provide cover for the other organisations which intend to make the required regulations under those Acts when the Civil Service schemes are formally made.
