APPENDIX 16.

LAND COMMISSION-PURCHASE AND RESALE PRICES OF LAND ALLOTTED IN 1973-74

At the Proceedings of the Committee on 27th June 1974 in connection with the Appropriation Account for the Vote for Lands 1971/72, I undertook to supply particulars showing the Purchase Prices and Resale Prices of lands acquired or purchased which were allotted in the year 1973/74, and also the year of acquisition or purchase of these lands. I enclose a list, segregated by Counties, showing these particulars in respect of each estate (or portion of an estate) allotted in the year 1973/74.

In considering these particulars regard should be had to the following points:

(1) The “purchase price” was the market value at time of purchase and was either agreed with the owner or fixed by the Appeal Tribunal.

(2) The Land Commission have regard to current value and resale prices are fixed in relation to the annuity for which the land is security. The revision provisions of the Land Act 1933 are not taken into consideration in deciding the annuity for which lands are security.

(3) The rate of an annuity (which comprises sinking fund ¼% as well as interest) varies and depends on the interest rate of Land Bonds current when the lands were bought or acquired. Annuity rates under the Land Acts 1923/65 range from 4¾% to 12¾%. Thus land which is security for an annuity of, say, £25.50 is resold at a price of £200 if the land was bought when 12½% Bonds were current or £408 if bought when 6% Bonds were current (the prices being advanced by the Land Commission and repaid by the annuity).

(4) Accordingly the resale price of land is largely governed by the category of Land Bonds current when the land was bought or acquired.

(5) The particulars include some cases where large houses, etc., unsuitable for Land Commission purposes were sold by Auction and realised much more than the Commission’s estimates of their resale value. Also there were some allotments of limited areas for non-agricultural purposes and these realised enhanced prices.

(6) In many cases the particulars relate to parts of estates only, the balances having been allotted in earlier years or kept on hands for future use, e.g. equipment as holdings for migrants.

(7) The particulars do not include holdings given up by migrants as the surrender of their lands did not involve a purchase price.
