IMEACHTAÍ AN CHOISTE.PROCEEDINGS OF THE COMMITTEE.Déardaoin, 6 Nollaig, 1973.Thursday, 6th December, 1973.1. The Fifth meeting of the Committee took place at 11 a.m. in Room 114. 2. The following members were present:— The Ceann Comhairle (Chairman), Parliamentary Secretary to the Taoiseach, Deputies Carter, Barry Desmond, L’Estrange, Lalor, O’Malley, John J. Ryan, Timmins and Wyse. 3. Reform of Dáil Procedure. The Parliamentary Secretary to the Taoiseach stated that the Taoiseach had indicated in the House on 13th November, 1973 that the Government were in favour of implementing the recommendations made by the Informal Committee on the Reform of Dáil Procedure in its report dated 1st December, 1972. Implementation of the recommendations would necessitate the amendment of Standing Orders and the matter was now being brought formally before the Committee on Procedure and Privileges to make the necessary report to the House. The Committee considered the summary of recommendations set out in Part III of the Report of the Informal Committee and agreed with recommendations Nos. (1), (3), (4) and (6) to (20) inclusive. A decision on recommendation No. (2) was postponed. On recommendation No. (5) the Committee did not agree that Questions seeking statistical information only should be automatically put down for written reply. It was considered that a Member tabling such a question should have the right to a choice of an oral or a written reply. Recommendation No. (14) was accepted but it was considered that the selecting of Bills to be referred to Special Committees should be done only with the agreement of the Whips. Consideration of recommendation No. (21) was adjourned. 4. The Committee adjourned at 12.50 p.m. |
