AGRICULTURAL ESTIMATE—REVISED FORMAT

I am directed by the Minister for Finance to inform the Committee that it is proposed to introduce with effect, if possible, from 1970/71 a revised format of the estimate for Agriculture which has been agreed between the Department of Agriculture and this Department.


The estimate for Agriculture has been enlarged considerably over the years because of the expansion of existing and the addition of new services. Provision for the latter has frequently been included in the estimate in the order in which they arose. As a result, for example, consultative councils, inquiries and reports are provided for in a total of eleven subheads, research and testing activities in five and advertising and publicity in three subheads. As well, since it has been the practice to include the salaries and the travelling and incidental expenses of field staff in the subhead relating to the scheme on which they are engaged, these provisions are now spread over more than twenty subheads. Because of staff transfers between schemes, and between schemes and headquarters, considerable difficulty arises in apportioning these charges. In the proposed new format these provisions have as far as possible, in accordance with general practice in other votes, been included in subheads A1 and A2, respectively, relating to headquarters’ staff.


A further result of the Department’s growth is that much of the detail of the estimate which dates from an earlier era is now of less significance. It is proposed, therefore, in the new format to reduce the 81 subheads in Part II and the 300 or so individual items of expenditure in Part III of the estimate to 44 and about 160 respectively. Without significantly reducing the information provided this will, it is felt, make for better presentation and will reduce printing costs and simplify accounting.


A table is included in the new format indicating the subheads corresponding to those in the estimate for 1969-70. Further explanatory notes are enclosed for the information of the Committee.


The Minister trusts that the revised format will be acceptable to the Committee.

Explanatory Notes

The subheads in the proposed new format are grouped under six main headings as follows—


General Administration


Education, Research and Advisory Services


Livestock Improvement and Eradication of Disease


Production and Development Aids


Marketing Aids


Other Services


The following is a summary of the provisions included in the new subheads—


GENERAL ADMINISTRATION

A.1—Salaries, wages and allowances:


This subhead now includes all staff salaries except those of the Veterinary College, the Agriculture Schools and Farms, the Land Project and the Agricultural Wages Board.


The Veterinary College and the Agricultural Schools and Farms continue to be provided for in separate subheads since they are, to a certain extent, independent of the day-to-day administration of the Department. The Land Project is classified as a capital service and it is the practice, as far as possible, to keep capital expenditure in separate subheads. The Agricultural Wages Board, which is an independent body, continues to be provided for separately.


The new subhead includes salary provisions at present provided for in 20 different subheads.


A.2—Travelling and incidental expenses:


Provision is made in this subhead for the travelling and incidental expenses of all sections of the Department whose salaries are provided for in subhead A1. At present these expenses are spread over 20 different subheads.


A.3—Post Office Services:


Same as existing subhead B.2.


A.4—Advertising and publicity:


This subhead provides for expenditure on advertising and publicity which until now has been provided for in part of three separate subheads.


A.5—Consultative Councils, Inquiries and Reports:


This subhead includes expenses of Consultative Councils etc. the present provision for which is spread over 11 different subheads.


EDUCATION, RESEARCH AND ADVISORY SERVICES.

B.1—University Colleges:


This subhead brings together all the provisions for grants to Universities. These are at present provided for in five different subheads.


B.2—Veterinary College:


Same as existing subhead D.3.


B.3—Agricultural schools and farms:


This subhead includes provision for the agricultural schools and farms at present provided for under subhead D.1. and for the Botanic Gardens at present provided for in subhead J.


B.4—Private agricultural schools, etc.


Same as existing subhead D.2.


B.5—An Foras Talúntais—Grant in-aid for general purposes:


Same as existing subhead I.5.


B.6—An Foras Talúntais—Grant-in-aid for capital purposes:


Same as existing subhead I.6.


B.7—Research and testing:


This subhead brings together expenditure on research and testing at present provided for in five separate subheads.


B.8—County Committees of Agriculture:


Same as existing subhead F except that expenditure on farm training centres has been transferred to subhead B.9 (Scholarships and training) and the provision for grants for sea sand for agricultural purposes is now included under subhead D.1 (Lime and fertilizers).


B.9—Scholarships and training:


This subhead comprises mainly expenditure on university scholarships, the Farm Apprenticeship Scheme and on farm training centres.


B.10—Technical assistance:


Same as existing subhead O.


B.11—Agricultural Organisations etc.:


This subhead provides for grants-in-aid etc. to various rural bodies at present spread over five separate subheads.


LIVESTOCK IMPROVEMENT AND ERADICATION OF DISEASE.

C.1—Improvement of livestock:


This subhead brings together expenditure on purchase of livestock progeny testing, etc. at present provided for in three separate subheads.


C.2—Bovine tuberculosis eradication:


Same as existing subhead K.13.


C.3—Brucellosis eradication:


Same as existing subhead K.15.


C.4—General disease control and eradication:


This subhead comprises expenditure formerly included in subheads K.11 and L.1.


PRODUCTION AND DEVELOPMENT AIDS.

D.1—Lime and fertilizers:


Same as existing subhead K.10 plus item 2 of subhead F.


D.2—Land Project:


Same as existing subhead K.9.


D.3—Farm buildings and water supplies:


Same as existing subhead K.8 except that salaries, travelling and incidentals are transferred to subheads A.1 and A.2 respectively.


D.4—Beef cattle incentive scheme:


Same as existing subhead K.29 except that costs of administration are now included under subheads A.1 and A.2.


D.5—Farrowed sows:
