DIRECTORY OF STATE SERVICES: NEW ESTIMATES FORMAT.

I am directed by the Minister for Finance to state that in furtherance of the revised arrangements introduced in 1964 for dealing with financial business in Dáil Éireann it is proposed to expedite publication of the annual Estimates Volume by replacing by summaries the staff details which at present occupy approximately half of the Volume. The inclusion in full of these details, most of which serve administrative rather than parliamentary purposes, complicates and extends the work of producing the Volume. On the other hand, their omission would enhance the value of the Volume as an instrument for controlling expenditure by making more readily identifiable the significant expenditure proposals.


The suggestion is that the staffing information in each Estimate should be on the lines of the summaries given in pages 28, 36, 180, 213, 225, 280 and 294 of the 1964/65 Volume. In order that detailed information on staffing would continue to be available it is proposed to publish annually, prior to the Estimates Volume, a Government Services Staff Handbook. The Handbook would contain details of staff numbers, grades, salary scales and allowances and also the names of officers as at present given in the Staff List of Government Departments extracted from Thom’s Directory.


The detailed elaboration of these proposals is at present in hands and it is hoped to present to the Committee a model of the revised Estimates and Handbook in time to permit of their adoption, if approved, for the financial year 1966/67.


Meanwhile, the Minister would be glad to learn that the proposals are acceptable in principle to the Committee of Public Accounts.

I am directed by the Minister for Finance to refer to previous correspondance (your ref. D. 36/64) regarding proposed changes in the format of the Estimates Volume and the publication of a Government Services Staff Handbook showing details of the staffing of Government Departments.


Models of certain 1965/66 Estimates in the proposed new format together with models of the corresponding information which would appear in the handbook are now attached* as promised in this Department’s minute of 12 January, 1965. As the handbook will contain the names of the members of the Council of State, the names and addresses of members of the Oireachtas and other information of a general nature, it is considered that the title “Directory of State Services” would be appropriate for this publication.


The Minister would be glad to learn that the proposed formats of the Estimates and of the Directory are acceptable to your Committee. As it is hoped to introduce the revised arrangements, if approved, for the financial year 1966/67, an early indication of the Committee’s views would be appreciated.

The Committee has accepted the proposed format of the Estimates and of the Directory referred to in Mr. Murray’s minute (F. 101/6/64) of the 12th ultimo.


The Committee considers, however, that in relation to the inclusion in the Directory of the names and addresses of the members of the Houses of the Oireachtas, it would be appropriate that the Minister for Finance seek the views of the respective Committees on Procedure and Privileges.
