APPENDIX XXV.

VOTE 9, SUBHEADS C AND D: INCREASES IN EXPENDITURE.

At the proceedings of the Committee of Public Accounts on 4th November, 1965, I undertook to supply a note in regard to the increases in expenditure on Subheads C and D over the amounts provided for these items in the financial year 1963/64.


With regard to Subhead C (Maintenance and Supplies) the overall excess of approximately £176,000 over the amount originally provided is attributable to the following facts:—


I. The bulk of the expenditure on the service is on labour and there were three increases in the wages of building trade operatives (in October 1962, June 1963 and January 1964) for which the estimate did not provide.


II. Increases in the cost of materials.


III. The need for the execution of miscellaneous items which could not be foreseen, particularly in the case of the Departments of Finance, Posts & Telegraphs, Social Welfare and Health.


IV. The fact that the individual estimates were framed somewhat on the low side.


Subhead D provides for the furnishing requirements of Government Departments. Costs of furniture generally rose and the Departmental demands were greater than was expected: e.g., special type desks for the Revenue Commissioners (Department of Finance) in connection with P.A.Y.E., expanding Agricultural Services and additional furniture and fittings for the Department of Posts and Telegraphs. Some of the estimates under this Subhead might also be considered to have been framed on the low side.
