FORMAT OF CERTAIN ESTIMATES.

I am directed by the Minister for Finance to inform the Committee of Public Accounts that with a view to simplifying accounting procedures it is proposed to amalgamate


(a) the Estimate for the Office of the Minister for Education with that for Science and Art, and


(b) the Estimate for Universities and Colleges with that for the Dublin Institute for Advanced Studies.


The Minister trusts that the Committee will have no objection to these changes which it is intended to introduce in the Estimates as from 1963/64.


Proof copies of the proposed composite Estimates are enclosed. It will be noted that the amalgamations will not significantly affect the information at present being furnished in relation to the services concerned thus ensuring no lessening of financial control.

At its meeting yesterday the Committee considered Mr. Ó Murchadha’s minute of 31 Deire Fómhair, 1962 regarding proposed changes in the format of the Estimates for the Office of the Minister for Education, Science and Art, Universities and Colleges and the Dublin Institute for Advanced Studies.


I am to inform you that the Committee has no objection to the proposals and that it accepts the assurance that there will be no significant change in the information at present available to it in relation to the Estimates concerned.

I am directed by the Minister for Finance to inform the Committee of Public Accounts that, with a view to better presentation and to simplifying accounting processes, it is proposed to adopt revised formats for the Estimates for the Stationery Office, Garda Síochána, Prisons and Defence, as set out in the enclosures to this minute.


It is also proposed to delete existing statute references from the ambits of such Estimates as still contain them, except in the case of the Estimates for Superannuation and Retired Allowances and for Expenses under the Electoral Act and the Juries Act. Statute references have already been deleted from several Estimates in the course of revisions effected with the approval of the Committee in recent years. References to relevant Acts will, of course, continue to appear in Part II of the Estimates and in the subhead details in Part III.


It is considered necessary to retain the references in the ambit to the Estimate for Superannuation and Retired Allowances in order to maintain the distinction made therein between the statutory and non-statutory payments from the Vote. The statute references in the ambit to the Estimate for Expenses under the Electoral Act and the Juries Act are being retained because their deletion would necessitate a fundamental revision of the ambit which is not considered worthwhile as the enactment of proposed amending legislation will probably result in the elimination of the Estimate.


The attached list sets out the Estimates from whose ambits the references are being deleted and also shows new versions of three ambits which require amendment as a consequence of the deletions.


The Minister trusts that the proposed changes, which it is hoped to effect as from 1963/64, will be acceptable to the Committee. They do not significantly affect the information at present furnished in relation to the Estimates concerned.

(a) Under section 7 (6) of the Irish Universities Act, 1908, the accounts of receipts and expenditure of the National University and its constituent Colleges are audited by the Comptroller and Auditor General.
