TRAVELLING EXPENSES OF DEPUTIES.

At the proceedings of the Public Accounts Committee on 1st March, during my examination in connection with the Appropriation Account of the Vote for the Oireachtas, the question was raised whether expenditure incurred by a Deputy travelling by bus to Leinster House was admissible.


Particulars of the travelling facilities to be granted to each member of the Oireachtas are given in Section 4 of the Oireachtas (Allowances to Members) Act, 1938 (No. 34 of 1938). Such travelling facilities are defined in Section 2 of the Oireachtas (Allowances to Members) (Amendment) Act, 1947 (No. 23 of 1947).


Under these enactments the entitlement of a Deputy to recoupment of expenditure incurred by him on travelling in connection with his duties as a public representative is dependent on his place of residence. A Deputy residing outside Dublin would be entitled to recoupment of the fares necessarily incurred by him on travelling to Dublin. A Deputy residing in Dublin would not, however, qualify for payment of travelling expenses incurred in travelling from his residence to Leinster House.
