Foyle Area (Production of Licence) Regulations, 1959.

I am directed by the Select Committee on Statutory Instruments to state that it has been considering the Foyle Area (Production of Licence) Regulations, 1959. The Committee notes that the regulations were made by the Foyle Fisheries Commission on 17th January, 1959, and approved by the Minister for Lands and the Ministry of Commerce for Northern Ireland on 27th January, 1959, and 12th February, 1959, respectively. As the date of commencement is not indicated in the instrument itself, the Committee wishes to obtain the observations of your Department in regard to the date on which the regulations became effective. In this connection I am to direct your attention to reports of a previous Select Committee on Statutory Instruments, viz. paragraph 12 of First Report (T.152— Pr. 3001) and paragraph 11 of Second Report (T.154—Pr. 3864).

With further reference to your minute of 4th December, 1959, regarding the Foyle Area (Production of Licence) Regulations, 1959, I am directed by the Minister for Lands to inform you that the Minister is of opinion that the Regulations became effective on 12th February, 1959, the date on which the regulations were approved by the Ministry of Commerce for Northern Ireland. The Ministry of Commerce for Northern Ireland agrees with this view.

I am to add that the Commission has indicated that the date of commencement will be stated in any regulations made by the Commission in future.
