During my examination before the Public Accounts Committee on 3rd December, 1959, I undertook to supply information why expenditure was incurred under Subhead B of the Vote for Public Works and Buildings on New Work No. 73A—Hague Legation Residence, and New Work No. 73B—U.N.O. Residence of Permanent Representative, in view of the fact that specific provision for neither of these two works had been made in the Estimates. The explanation lies in the fact that at the time when the Estimates were prepared, it was expected that all works would have been completed and fully paid for before 31st March, 1958. Most of the works were completed but the accounts did not arrive in time for payment within the financial year.
