I am directed by the Minister for Finance to inform the Committee of Public Accounts that it is proposed, for reasons of administrative convenience and economy, to amalgamate the Estimates for the District Court, the Circuit Court and the Supreme Court and High Court of Justice. The Minister trusts that the Committee will have no objection to this change which it is intended to introduce in the Estimates for the year 1961-62.


The enclosure to this minute sets out in detail the proposed format of the amalgamated Estimate. It will be observed that particulars of the three services will continue to be shown in the same detail as heretofore, thus ensuring no lessening of financial control.

The Minister trusts that the Committee will approve of the change which will reduce administrative and printing costs without materially affecting the information at present being furnished in relation to the Vote, thus ensuring no lessening of financial control.

Extra remuneration in the form of Extra Duty pay, Sunday pay, or Bank Holiday pay is made to Servants of the Department of Posts and Telegraphs at hourly rates authorised by the Department of Finance for the various classes of officers. A number of officers thus receive more than £50 a year each in extra remuneration. Others receive free Medical Attendance and Uniform.

(a) Travelling and Incidental Expenses and Grants-in-Aid.

I am directed by the Minister for Finance to inform the Committee of Public Accounts that with a view to simplifying accounting procedure and reducing administrative and printing costs he proposes further changes in the volume of Estimates for Public Services. The Minister trusts that the Committee will have no objection to the following changes which he intends to introduce in the Estimates as from 1961-62.


(a) Travelling and Incidental Expenses. All expenditure on travelling, incidental expenses, telegrams, telephones, postage, miscellaneous office expenses and minor administrative charges, will be amalgamated into a single subhead entitled “Travelling and Incidental Expenses” with adequate details shown in Part III of the Estimate.


The heads to be amalgamated are shown in the attached schedule.


(b) Grants-in-Aid. A general note relating to grants-in-aid in the introduction to the volume of Estimates will eliminate the repetition of footnotes in similar terms.


It will be noted that the above changes, which are in accordance with the recommendations made in the Interim Report of the Inter-Departmental Committee on the Accounting System will not significantly affect the amount of information at present being furnished in relation to the items concerned, thus ensuring no lessening of financial control.

I am directed by the Minister for Finance to inform the Committee of Public Accounts that he proposes to insert the following prefatory note regarding the reorganisation of certain general service grades in the volume of Estimates for Public Services for the year ending 31st March, 1962:—


Reorganisation of Certain General Service Grades.


In this volume provision is made in salaries subheads for the following re-organisation of general service grades which took effect from the 1st July, 1960:—


(i) the grades of Writing Assistant, Shorthand Typist and Typist have been merged in a new grade of Clerk-Typist;


(ii) Staff Officers, Grade II, have been assimilated to the Executive Officer grade;


(iii) Staff Officers, Grade I, and Higher Staff Officers have been assimilated to the Higher Executive Officer grade; and


(iv) Staff Officers, Grade III, have been restyled Staff Officers.


The scale of pay of the Clerk-Typist grade is shown in the table which follows. Staff Officers, Grade I, and Higher Staff Officers who have been assimilated to the Higher Executive grade retain their former scale maxima: their posts (with the appropriate Scale B maxima) are distinguished from normal Higher Executive posts by a note in parenthesis in salary subheads.


This arrangement will simplify the format of Estimates and reduce the cost of printing the volume.

(c) One officer is seconded to the Post Office Workers’ Union—salary recoverable under item 8 of Sub-head L. One officer is in receipt of 17s. 10d. a week as Caretaker of Dublin Postal Youth Club.


(d) The Metropolitan Cleaning Force also serves Headquarters Offices, Engineering Branch and Stores Branch.


(e) Five officers are in receipt of pensions of £400, £303, £280, £201, and £192 respectively a year from Vote 34 as retired National Teachers. Two officers are in receipt of salaries of £700 and £460 respectively a year from the same Vote as National Teachers. One officer is in receipt of a salary of £840 a year from Vote 35 as a Secondary Teacher. One officer is in receipt of a salary of £348 a year from Vote 26 as District Court Clerk.

(2) All the equivalents are subject to the revised treatment of Telephone Capital and Stores purchased on behalf of other Government Departments and to the amalgamation of amounts proper to Social Welfare Contributions and Fees to Medical Officers.
