APPENDIX XXVI.
FORMAT OF CERTAIN ESTIMATES.
(i) Votes 26-28—Courts of Justice Group.
Cléireach,
An Choiste um Chuntais Phoiblí.
I am directed by the Minister for Finance to inform the Committee of Public Accounts that it is proposed, for reasons of administrative convenience and economy, to amalgamate the Estimates for the District Court, the Circuit Court and the Supreme Court and High Court of Justice. The Minister trusts that the Committee will have no objection to this change which it is intended to introduce in the Estimates for the year 1961-62.
The enclosure to this minute sets out in detail the proposed format of the amalgamated Estimate. It will be observed that particulars of the three services will continue to be shown in the same detail as heretofore, thus ensuring no lessening of financial control.
(Signed) G. P. S. HOGAN,
Department of Finance.
9 Meán Fómhair, 1960.

An Rúnaí,
An Roinn Airgeadais.
An Coiste um Chuntais Phoiblí
The Committee had, at its meeting to-day, the opportunity of perusing the printed proof of the proposed new estimate for the Office of the Minister for Justice, with which the former estimate for the Public Record Office has been amalgamated (Mr. Byrnes’ minute F.101/9/59 of 2 Nollaig, 1960, refers). The Committee is satisfied with the proposed new format.

With reference to the volume of Estimates for Public Services for the year ending 31st March, 1962, I am directed by the Minister for Finance to inform the Committee of Public Accounts that it is proposed (a)
……………………………………………………………………
and (b) to revise the format of the Estimate for Posts and Telegraphs. Printed copies of the revised format of the relevant Estimates will be forwarded to the Committee at an early date.

An Rúnaí,
An Roinn Airgeadais.
An Coiste um Chuntais Phoiblí
The Committee of Public Accounts has had under consideration the proposals regarding the format of certain Estimates contained in Mr. Hogan’s minute (F.101/4/38) of 12 Samhain, 1960.
………………………………………………………………………………………………
The Committee would like to see the printed proofs of the proposed new format of the Estimate for Posts and Telegraphs before making any comment thereon.
(Sínithe) LIAM BROWNE,
Cléireach an Choiste.
18 Samhain, 1960.
Cléireach,
An Choiste um Chuntais Phoiblí.
With reference to this Department’s minute (F.101/4/38) dated 12 Samhain, 1960, regarding changes in the volume of Estimates for Public Services for the year 1961-62, I am directed by the Minister for Finance to inform the Committee of Public Accounts that with a view to simplifying the Estimate for Posts and Telegraphs, he proposes to adopt the revised format set out in the enclosed
“skeleton” to which is attached a table indicating the relation between the Subheads for 1961-62 and the corresponding Subheads in the 1960-61 Estimate.
The Minister trusts that the Committee will approve of the change which will reduce administrative and printing costs without materially affecting the information at present being furnished in relation to the Vote, thus ensuring no lessening of financial control.
(Signed) C. J. BYRNES,
Department of Finance.
1 Nollaig, 1960.

An Rúnaí,
An Roinn Airgeadais.
An Coiste um Chuntais Phoiblí.
At its meeting to-day the Committee considered the revised format of the Estimate for Posts and Telegraphs which was forwarded with Mr. Byrnes’
minute (F.101/3/58) of 1 Nollaig, 1960. The Committee sees no objection to the proposed new format.
(Sínithe) LIAM BROWNE,
Cléireach an Choiste.
7 Nollaig, 1960.
(iv) General Changes.
(a) Travelling and Incidental Expenses and Grants-in-Aid.
Cléireach,
An Choiste um Chuntais Phoiblí,
I am directed by the Minister for Finance to inform the Committee of Public Accounts that with a view to simplifying accounting procedure and reducing administrative and printing costs he proposes further changes in the volume of Estimates for Public Services. The Minister trusts that the Committee will have no objection to the following changes which he intends to introduce in the Estimates as from 1961-62.
(a) Travelling and Incidental Expenses. All expenditure on travelling, incidental expenses, telegrams, telephones, postage, miscellaneous office expenses and minor administrative charges, will be amalgamated into a single subhead entitled “Travelling and Incidental Expenses” with adequate details shown in Part III of the Estimate.
The heads to be amalgamated are shown in the attached schedule.
(b) Grants-in-Aid. A general note relating to grants-in-aid in the introduction to the volume of Estimates will eliminate the repetition of footnotes in similar terms.
It will be noted that the above changes, which are in accordance with the recommendations made in the Interim Report of the Inter-Departmental Committee on the Accounting System will not significantly affect the amount of information at present being furnished in relation to the items concerned, thus ensuring no lessening of financial control.
(Signed) G. P. S. HOGAN,
Department of Finance.

An Coiste um Chuntais Phoiblí
With reference to Mr. Hogan’s minute (F.101/1/59) of 20 Deireadh Fómhair, 1960, I have been instructed by the Committee of Public Accounts to inform you that it sees no objection to the proposed amalgamation, in respect of the various Votes set out in the minute under reply, of the subheads mentioned in the schedule thereto.
I am also to say that the Committee considers that the procedure suggested regarding notes in relation to Grants-in-Aid might be adopted.
The Committee notes that these alterations will not affect the amount of information at present being furnished in relation to the various items concerned.

(b) Prefatory note arising from reorganisation of certain general service grades in the Civil Service.
Cléireach an Choiste um Chuntais Phoiblí,
I am directed by the Minister for Finance to inform the Committee of Public Accounts that he proposes to insert the following prefatory note regarding the reorganisation of certain general service grades in the volume of Estimates for Public Services for the year ending 31st March, 1962:—
Reorganisation of Certain General Service Grades.
In this volume provision is made in salaries subheads for the following re-organisation of general service grades which took effect from the 1st July, 1960:—
(i) the grades of Writing Assistant, Shorthand Typist and Typist have been merged in a new grade of Clerk-Typist;
(ii) Staff Officers, Grade II, have been assimilated to the Executive Officer grade;
(iii) Staff Officers, Grade I, and Higher Staff Officers have been assimilated to the Higher Executive Officer grade; and
(iv) Staff Officers, Grade III, have been restyled Staff Officers.
The scale of pay of the Clerk-Typist grade is shown in the table which follows. Staff Officers, Grade I, and Higher Staff Officers who have been assimilated to the Higher Executive grade retain their former scale maxima:
their posts (with the appropriate Scale B maxima) are distinguished from normal Higher Executive posts by a note in parenthesis in salary subheads.
This arrangement will simplify the format of Estimates and reduce the cost of printing the volume.
(Signed) G. P. S. HOGAN,
Department of Finance.
