APPENDIX XV.

FUNCTIONS OF IMPORTER—DISTRIBUTORS.

Clerk to the Committee of Public Accounts.

At the proceedings of the Committee on the 3rd October, 1957, I undertook to furnish particulars on the following matter:

Paragraph 71—Functions of importer-distributors.

The services performed by these firms at Cork, Limerick and Waterford cover the discharge, storage and delivery of the wheat. They are responsible for the payment of harbour dues and the insurance of wheat stocks. They arrange customs clearance and furnish periodical returns of these transactions to Grain Importers, Ltd. by whom they are paid at ordinary commercial rates.

The Dublin importer-distributors are responsible for the handling of the wheat from ship to store for which they are paid an agreed inclusive fee of 8/1d. per ton by Grain Importers, Ltd. In practice they employ a company to discharge the cargo, place the wheat in store and pay the harbour dues. For these services they pay the company so employed at the rate of 6/4d. per ton, leaving a margin of 1/9d. per ton to cover the insurance of stocks, their own general expenses and profit.
